Owner-Occupied Single-Family Rehabilitation

This program helps homeowners correct code violations and address long-overdue repairs that affect the health or safety of their families. Improvements include basic structural repairs, roof, doors & windows, electrical, plumbing, heating, and weatherization. Energy Star materials are required where applicable.

Rental Assistance & Counseling

Renters can gain from better knowledge of their financial obligations while landlords will see the advantages of a well-informed tenant through decreases in late or missed payments, longer rental terms, and a more stable property environment. Topics will cover understanding lease terms, personal budgeting, credit management and more.

Home Buyer Education and Counseling

North West Housing Partnership has partnered with FRAMEWORK to provide an advantageous option for homebuyers to receive homebuyer education online. FRAMEWORK is a HUD approved online education platform. The fee for the online course is $75.00. To register for NWHP’s FRAMEWORK, please click here.

Once you have successfully completed the FRAMEWORK component of the education process, register for North West Housing Partnership’s free homebuyer orientation. This orientation will consist of industry professionals and HUD certified housing counselors who will:

  • provide first-hand industry knowledge of the homebuying process
  • different products and service options
  • downpayment grant assistance and closing cost programs

Prior to attending the orientation, homebuyers must successfully complete the FRAMEWORK online course. Homebuyers that have not yet completed the FRAMEWORK course cannot register for the orientation.

Home Repair Accessibility Programs

The Home Repair Accessibility Program (HRAP) is now available in Cook, Kane, and DuPage Counties and is being administered by NWHP. This program is funded by the Illinois Housing Development Authority (IHDA) to help homeowners address long overdue home accessibility issues that affect the health or safety of their families.  Low-Income Homeowners may qualify for a grant of up to $25,000 for in-home modification, performed by professional contractors. Grant is forgivable after 5 years. In addition, IHDA funds a home repair and roof repair only program. These programs are in high demand and often have a waiting list. Lead Hazard Reduction Program

The Cook County Department of Public Health (CCDPH) and the Department of Housing and Urban Development (HUD) are working together to inspect homes and fix homes in suburban Cook County. 
A family may qualify for this program if their income is below the program limit and if lead hazards are found in their home. If lead hazards are found in your home, CCDPH will work with a licensed contractor to fix the hazards, at no cost to you. Work that is typically done to fix lead hazards includes painting, replacing windows, or other home repair work to remove lead paint. See links below for further information. Handyman Program

The North West Housing Partnership operates a  “Handyman Program” for those who are 60+ in need of minor repairs to their home. This program was initiated by the Northwest Suburban Housing Collaborative in 2014 and is made up of the communities listed below. Starting in late 2017, the program added all towns in Palatine and Wheeling Townships, and Oak Park Township.

Funds (in whole/part) were provided through an award from AgeOptions through grants from the IL Department of Agin and/or Administration for Community Living, U.S. Department of Health & Human Services under Title III of the Older Americans Act.

The senior Handyman Program is available to all seniors 60+ and seniors with the greatest economic and social needs, low-moderate income residents, and persons with limited English proficiency.

This program is only for residents of:
Arlington Heights, Buffalo Grove, Mount Prospect, Palatine, and Rolling Meadows, Des Plaines, as well as all other towns in Palatine and Wheeling Townships, and Oak Park Township which includes Oak Park and River Forest.

Aging In Place Program

The Older Adult Home Modification Program (OAHMP) is to enable low-income elderly persons to remain in their homes through low-cost, low barrier, high impact home modifications. The goal of the program is to reduce older adults’ risk of falling, improve general safety, increase accessibility, improve functional abilities, and increase independence in the home. This will enable older adults to remain in their homes, that is, to “age in place,” rather than move to nursing homes or other assisted care facilities.

The program focuses on low-cost, high-impact home modifications. Examples of these home modifications include the installation of:

  • grab bars
  • railings
  • lever-handled doorknobs
  • faucets
  • temporary ramp
  • tub/shower transfer bench
  • handheld shower head
  • raised toilet seat
  • risers for chairs and sofas
  • chairlift

The Older Adult Home Modification Program integrates services from an occupational therapist (OT), a registered nurse (RN), and a handy worker that work together with the senior to set goals and to increase independence, and safety in the home. Participants learn new skills and exercises to improve function and safety.

The services of the occupational therapist, registered nurse and handy worker are free of charge. Contact NWHP to see if your income qualifies.

The Elderwerks Senior Resource Directory contains information on local and federal programming, supportive services, senior communities, and agencies that assist seniors. This Directory has been designed to help you at home. Elderwerks Consultants are available, at no cost to you, to assist with home care services and other services.

HAF Home Repair Program

Program Guidelines

  • Improve the health and well-being of occupants
  • Make housing repair grants to eligible homeowners negatively impacted – and housing insecure – as a result of the Covid-19 pandemic and unaddressed home repairs
  • Must meet income eligibility criteria

Client and Property Eligibility

  • Certify to a financial hardship after January 21, 2020, related to Covid-19 pandemic
  • Own and occupy property
  • Current on mortgage payments OR not have a mortgage payment
  • Must address CRITICAL home repairs

Eligible Properties

  • Single-family home including Accessory Dwelling Unit
  • 2–4-unit residential building where owner lives in one unit (common areas and owner-occupied units are eligible) Manufactured home on a permanent foundation
  • In all of the above, the homeowner owns the land, and the property is taxed as real estate
  • Condominium or cooperative units

Ineligible Properties

  • Reverse Mortgages
  • Investment properties
  • Properties with a home equity line of credit
  • Ownership in trust or under contract-for-deed
  • Properties used primarily for business (more than 50% of the floorspace is used for business)
